  They don't remember how to be Congressmen--so, to get out of their ineffectual performances in Congress, they will try to save their jobs--putting in their time with this garbage. Hoping, of course, it will somehow endear them to their constituents enough for re-election. I suppose they could keep on for another four years--trying to remove President Trump from his second term!!
