The IG report runs over 400 pages, but some of the most intriguing information –- which so far has largely escaped public scrutiny –- is contained in one measly footnote.
I’ll try to outline this very simply and clearly because when Dan Bongino tried to explain it in his Friday podcast, even his producer was so confused that he piped in, “Information overload, man.” But it’s really important, as it has to do with WHEN the FBI actually got the DNC (Hillary)-funded information from Fusion GPS and WHY they kept this out of the timeline for “Crossfire Hurricane.” It also sheds light on WHY one FBI official faces criminal charges for “doctoring” a particular document.
The FBI, according to Footnote 461, was approached by a former spy (not identified by name) in late July 2016. Recall that “Crossfire Hurricane” was opened on July 31, 2016. The problem with this is, the FBI can’t be seen as having opened an investigation into a political candidate based on information from the DNC, which is what he brought them. It would look soooo much better to say that it started with the manufactured Papadopoulos story about Russia having Hillary’s emails; this had already been documented in a May 11 cable sent by Australian diplomat Alexander Downer. (Consistent with that, we know from the Strzok/Page texting on May 11 that something happened that day involving the State Department.) The FBI has maintained they learned about Downer’s tip in mid-July, not in May, likely because that time frame fits better with the July 31 opening of the Trump case.
With these points in mind, and also the fact that “CHS” means “SPY,” here’s Footnote 461 (or you can just skip down to my TRANSLATION)::
"The only express direction we found that McCabe made regarding the use of a CHS concerned a former FBI CHS, who contacted an FBI agent in an FBI field office in late July 2016 to report information from “...a colleague who runs an investigative firm...hired by two entities (the Democratic National Committee [DNC] as well as another individual...[who was] not name[d]) to explore Donald Trump’s longlasting ties to Russian entities.” The former CHS also gave the FBI agent a list of “individuals and entities who have surfaced in [the investigative firm’s] examination,” which the former CHS described as “mostly public source material.” In mid-September 2016, McCabe told SSA1 to instruct the FBI agent from the field office not to have any further contact with the former CHS, and not to accept any information regarding the Crossfire Hurricane investigation. McCabe told the OIG [Office of the Inspector General] he did not remember giving those instructions, and could not tell us why he might have done so. We found no evidence that the FBI reopened the CHS for the Crossfire Hurricane investigation, or tasked the former CHS in connection with the Crossfire Hurricane investigation.”
TRANSLATION: The IG found only one direction from McCabe regarding the use of a spy. This involved a former confidential source (SPY) who in late July 2016 contacted the FBI at one of their field offices to give them information about Trump’s Russian ties; the information originated with someone who is almost certainly Glenn Simpson (or his business partner) of Fusion GPS, who had been hired by the DNC and Hillary Clinton (or a crony). The source provided the FBI with “mostly open source material” (note: that’s what Nellie Ohr was pulling together) about Russian entities whose names had “surfaced.” In mid-September 2016, McCabe, knowing this “colluding” with such political sources looked REALLY BAD, directed that the agent at the field office not have additional contact with this confidential source (SPY) and to accept nothing from him relevant to Crossfire Hurricane. As far as the IG could tell, this directive was followed. Later, when questioned for the IG report, McCabe said he didn’t remember giving those instructions and couldn’t say why he might have done so.
Is it coming together now? The FBI says it didn’t get Steele’s information until September 19 and so the opening of Crossfire Hurricane couldn’t have been based on it. But it actually got that stuff in July, BEFORE opening Crossfire Hurricane, and that is very inconvenient for their timeline. So, in “mid-September 2018,” McCabe is telling agents to write off the source who’d approached them in July and not have contact with that person.
Keep in mind, the FBI is getting ready to open a FISA surveillance (SPY OPERATION) but by mid-September they know they have no evidence against Carter Page. (They apply for the warrant in October.) As Bongino explains it, they realize the “dossier” is a piece of politically-motivated garbage and that they have nothing of any substance on Page, Papadopoulos or Lt. Gen. Flynn. In fact, (AND THIS IS VERY IMPORTANT), the only interaction of any substance that Page had with Russians was in his previous work as an informant for our own government.
This surely is why one FBI official is facing criminal charges for “doctoring” one piece of evidence, a memo that originally said Page had worked as an informant for the U.S. Unbelievably, it was changed to say the opposite –- that Page had NOT worked in this capacity.
(Aside: Bongino theorizes that, in their own minds, these people justified engineering the start of Crossfire Hurricane because they truly believed Trump was in with the Russians and that if they just kept digging the evidence would turn up. I’m not sure I buy that. I think that ultimately, they didn’t care whether it was true or not --- they were going to make it look true. I mean, look at them: Comey and the rest of that sorry lot are STILL LYING.)
Anyway, to make their preferred timeline work, the FBI had to maintain that they hadn’t received the Fusion GPS DNC-funded “oppo research” in July. That’s why, just around the time in mid-September when they got the Steele “dossier,” they cut ties with their original source (SPY) who’d peddled essentially the same material. That’s why McCabe gave the order that he can’t remember giving.
Bongino thinks this little footnote may be the most explosive finding of the IG report, as it shows the FBI couldn’t reveal the actual reason for the start of their investigation --- information paid for by the DNC and Hillary. They needed a cover story, which came in the form of the Alexander Downer tip about Hillary’s email, which he had heard from George Papadoopoulos, which had been “fed” to him though covert means.
I hope I’ve clearly explained the problem with the FBS’s sourcing --- and their attempts to hide the political nature of their evidence --- because this information is so important.
