    Code of the District of Columbia, Title 22 Chapter 1321 (c-1) It is unlawful for a person to engage in loud, threatening, or abusive language, or disruptive conduct in a public building with the intent and effect of impeding or disrupting the orderly conduct of business in that public building. (h) A person who violates any provision of this section shall be guilty of a misdemeanor and, upon conviction, shall be fined not more than the amount set forth in § 22-3571.01, imprisoned not more than 90 days, or both.

    Example - 10 questions to be allowed at a WH Presser ..
    Randomly provide 10 numbered cards to the 50 "journalists".
    No card, not talky, no whiny ...
    It is actually possible that the rest of the folks might actually get to participate!
    Sarah: "OK, who has card #1? Ask your question; shut up Acosta, security please remove CNN Jimmy..."
